By default cocoon will serve css files with mime-type 'text/plain'.
The type should be 'text/css' as per RFC2318
(http://www.ietf.org/rfc/rfc2318.txt)

This can be corrected by adding this to cocoon's web.xml
<mime-mapping>
  <extension>css</extension>
  <mime-type>text/css</mime-type>
</mime-mapping>

According to the 2.3 servlet spec the mime-mapping element should appear
in this order in web.xml:
...,servlet-mapping*,session-config?, mime-mapping*, welcome-file-list?,...
