Quoting your examples:
    <map:pipeline>
      <map:generate src="sitemap.xmap"/>
      <map:serialize/>
      <map:handle-errors>
      </map:handle-errors>
    </map:pipeline>

Why is this not valid? Because of the empty handle-errors? If so,
it's ok. But we should not force to have a handle-errors section!
Currently this can be left out, so to be compatible, this must remain.
