Yes Steven, i can confirm that a similar thing does occur for me (Linux RH7.1).
I see comments from the DTD itself coming into the stream.

Interestingly it is not all comments from the DTD, only those that occur after
the first ELEMENT or ENTITY definition.

However, i have not yet seen "comments from inside the external parameter
entities" coming through, as you do. For me it has been only comments from the
DTD.
