RegExp Matcher always matches "" as positive!

This is an expected behavior for RegExp. If you want to match "" using RegExp, 
you must supply appropriate RE expression for this. Example:

<map:match type="regexp" uri="^$">
  <map:redirect-to href="index.html"/>
</map:match>

Works perfectly.

on RegExp syntax.

Shall we mark this as invalid?
