Yup, you are right, we were doing the same using Cocoon1.
Perhaps my point was not expressed very clearly by me.
I think you may avoid http-redirects, or 
wap-empty-card-onenterforward-redirects by
using Actions.
The Action should decide depending on the query-parameters,
or any other state of the application,
which page to display next, avoiding any kind of redirects.
