You can get also empty attributes like this <tag =""> if you use SAX to
produce your XML. No validation is performed (at least in Xerces SAXParser)
at the creation stage. (setAttribute("", "", "", ...) - is enabled by the
parser).

Anyway, it's not a valid XML.
