I haven't been following all details of the discussion, but maybe this fits 
in (unless it exists already ;-)

What about a kind of "auto-mount" feature, something like this scenario:

in sitemap.xmap:

<map:match pattern="automount/**">
    <map:mount 
	uri-prefix="automount" 
	src="automount/" 
	check-reload="yes"
	automount="yes"
	/>
</map:match>

Then, any directory that is created below automount/ and contains a 
sitemap.xmap file is mounted dynamically.

Maybe it is an easy first step in the direction of Cocoon web applications?
