Subject FormValidatorAction not setting is_string properly

I've started working with the FormValidatorAction and i noticed that it 
wasn't properly setting the is_string parameter when it calls 
validateParameter. The docs for that method state that is_string should be 
true when the given param to validate is a string (such as from the HTTP 
request). Below is a ridiculously simple patch to change two false's to true.
