Can anyone please help.  What causes one LogicSheet to be
applied and another not applied?  The XSP LogicSheet is
applied, but the ESQL LogicSheet is not.  How does that
work?

I have checked and triple checked that the namespace declaration
is correct--both prefix and uri.
