To make life easier.... I use the following build options to reload Tomcat.

.\build.bat
clean  -Dinclude.webapp.libs=yes  -Dremove.webapp=yes -Dinstall.war=
CATALINA_HOME%\webapps install

Tomcat needs to be stopped before running it so that the remove works.
Catalina also has a set of management functions to force it to reload
webapps and even install a war remotely. I have not yet used these.
