The wonders of the web - I just had this problem a few minutes ago.

Using Tomcat 4.0 dev (m4):

Edit web.xml, and change the classpath-attribute as follows:

  <init-param>
   <param-name>classpath-attribute</param-name>
   <!-- This is for Tomcat -->
