This seems like a bug. Better error messages should be provided.

I suggest checking for an empty source file before compilation, and throwing 
an exception with a message a bit like this:

>Verify your XSP page has a root <xsp:page> element and that
>the XSP namespace uri (http://www.apache.org/1999/XSP/Core)
>is correctly declared in this root element. Also, make sure
>there's only one "root element" inside <xsp:page>.
