Why not use

<?cocoon-process type="xslt"?>
<?xml-stylesheet type="text/xsl" href="exploder.xsl" media="exploder"?>
<?xml-stylesheet type="text/xsl" href="stuff2html.xsl"?>

with a exploder.xsl that copies all elements identically but adds

<?xml-stylesheet type="text/css" href="xmlstuff.css"?>

before copying the root element.
