Sounds like you haven't mapped *.xml files to the cocoon servlet. Does:
  http://localhost/servlet/org.apache.cocoon.Cocoon/Cocoon.xml
work? If so, then you need to uncomment the following line in
jserv.properties:
  ApJServAction .xml /servlets/org.apache.cocoon.Cocoon
