Subject template weirdness

I may just be losing my mind but this template:

    <xsl:template name="imagemap">
        <map name="navbar">
            <area shape="rect" coords="575,39,659,56"
href="/earthsaver.html"></area>
            <area shape="rect" coords="582,21,661,38"
href="/news.html"></area>
            <area shape="rect" coords="593,4,663,21"
href="/philosophy.html"></area>
            <area shape="rect" coords="0,0,505,32"
href="/index.html"></area>
            <area shape="rect" coords="242,34,307,56"
href="/xsp/car/index.xml"></area>
            <area shape="rect" coords="133,34,218,56"
href="/xsp/hotel/index.xml"></area>
            <area shape="rect" coords="29,33,110,56"
href="/xsp/air/index.xml"></area>
        </map>
    </xsl:template>

when called like this from a separate stylesheet that includes the above
code:

            <xsl:call-template name="imagemap"/>


Will not put the closing </map> tag in my HTML output.  The only reason I
noticed this is I was testing some javascript in Netscape and all my
imagemaps stopped working...Very bizarre and i'm hoping I'm just not seeing
something very obvious.  I tried making the area tags have closing />
instead of a separate tag and that didn't work either.
any idea on where to look for a problem like this?
