com.cloud.exception.InsufficientVirtualNetworkCapacityException: Unable to
allocate vnet as a part of network Ntwk[228|Guest|14] implement
Scope=interface com.cloud.dc.DataCenter; id=6

You probably don't have a VLAN range added for the guest traffic in your
physical network...
Check that.
