CloudStack provides VM HA enabling VMs to fail-over to alternate Hosts within the same Cluster
so long as the VM is using Shared Storage.

For XenServer and KVM, CloudStack initiates the HA failover when it detects a Host has gone
down.  For VMware, vCenter handles the HA event.
