Wang, its just CloudStack constraint. 'specify vlan' is available only for
network offering that are used to create shared networks. Network services
(except DHCP, DNS) are not available in shared networks. But from 4.2, you
can expect network services to be  available in shared network as well, so
this constraint will be relaxed.
