Or run the following:
java -classpath /usr/share/java/cloud-jasypt-1.8.jar org.jasypt.intf.cli.JasyptPBEStringDecryptionCLI
decrypt.sh input=<encryptedText> password=<secretKey> verbose=false

Here the value of password depends on what encryption mechanism you've used - web or file?
If file then it's located in the file " /etc/cloud/management/key" on the management server.
If web then it is not stored anywhere by Cloudstack so you have to check with the person who
set it.

what i suggest you do is stop mysql.
remove its log files and databases ( /var/lib/mysql )
restart mysql (dont setup passwords)
rerun cloud-setup-databases
rerun cloud-setup-management

login and win?
