Discussion started recently on the cloudstack-dev@i.a.o list about
adding OVM support (newer OVM mostl likely) back into CloudStack [1].

The work is still in an early stage, and is not yet targeted to any
specific feature release cycle.  It will not be in 4.0, since only bug
fixes will go into minor releases (4.0.x).  It's also not going to go
into 4.1.x, since we are past feature freeze for the 4.1 cycle.
