This is the correct URL for the KEY's file:
http://www.apache.org/dist/incubator/cloudstack/KEYS

But please keep in mind that it is a source of the keys that were used
to sign the "source code release" artifact.  The asc file you mention in
your follow up email is the detached signature of the source code
archive file.

I'll correct that documentation issue right now (I opened
CLOUDSTACK-1341).
