We know this problem, it seems that event when you have deleted all hosts,
allocated IP remain in the db. You have to manually clean up the db, in
order to be able to delete a network.

>From our experience, this problem arise as soon as you create a host on a
network, from that moment it is no more possible to delete it from the GUI
without a modification of the db.

By the way if you change your log level to DEBUG, you will see the detailed
reason of the the exception.
