Identify your external dhcp server and add filtering to your external dhcp
server so that
It won't serve request for MAC address which starts with 06
because CloudStack uses the following logic to assign MAC addresses.

06:<zone-id>:<random>:<random>:<random>:<random>
and also exclude the ip address which you are using in your cloud
