I don't think you can run HVM on devCloud.
Since XCP&ubuntu is running on virtual box, the VCPU ubuntu is running doesn't support
VTX( hardware virtualization acceleration).
Or nested VTX is not supported.


What's guest OS you are running?
Try to run CentOS 5.6, it should work.
