Also,

Another possibility is that the system template wasn't added to the CloudStack management
server.  There's a step in the install to do this.  You can also use the CloudStack GUI to
see if the system template is 'Ready'.

Could  you try troubleshooting your SSVM ? Here is a wiki link which helps you with few tricks
