The console proxy only works when you are using "ant rdebug" to launch mgt server. 
BTW, I'd suggest to use the latest devcloud instruction(https://cwiki.apache.org/confluence/display/CLOUDSTACK/CloudStack+devcloud+environment+setup),
console proxy works fine.
