Hello,

No the Download Command doesn't seem to include proxy info, and it doesn't show up in any
log or config files on the SSVM.

Can you check DownloadCommand in mgt server log? It should contain proxy information.
And also take a look at /usr/local/cloud/systemvm/cloud.log inside ssvm.
