I would suggest NFS over iSCSi, for non-I/O intensive VMs,
- with it Cloudstack offers thin-provisioning for most hypervisors, which saves you a lot
of space
- easy to administrate
- compared to iSCSi, performance does not downgrade a lot 

If you really require I/O intensive application running in VMs, perhaps you need high-end
FC-SAN
