The API call made by the dashboard view is a plain listVirtualMachines
which will by default list only the VMs of that user - in your case
that belonging to the domain admin. The Instances view is doing a
listVirtualMachines with listAll=true therefore listing all VMs in
that domain including those belong to the users in the domain. Hence
the confusion.

The domain admin dashboard UI needs to be fixed. Please file a bug
report with these screenshots. This problem still exists on master
