I'd like to also add, we're using 4.9.2 and we are also affected by this issue. 

We ran into the issue when we converted out existing VPC into a redundant VPC. The VR then
started trying to use the private gateway for VRRP.

As a work around we deleted the private gateway, restarted the VPC (ticked clean up), then
after added the private gateway back. This ensured the guest network had the lower numbered
interface. But if you then restart the VPC again, you'll run into the same issue.

Can this also be patched in the 4.9 release please.
