It is impossible to reuse the name of a deleted role.
Steps to reproduce:
- create a role called "X"
- delete "X"
- create a new role called "X"

It should be possible to recreate it, but it turns out it is not because in=
 the DB there is a compound key between type and role name. We need to fix =
that to allow the reuse of names of deleted roles
