Caused by commit 57d3ffaef893e00bf751fa0a516fb210bf4b478c
which maked password service enabled all the time.

Proposed solution: 
* remove ENABLED=1 again
* add `enable_svc cloud-passwd-srvr 1` to setup_vpcrouter() in cloud-early-config
