In a carrier environment, IP space is very precious. RFC 6598 specifies a IANA-Reserved IPv4
Prefix for Shared Address Space that is used in carrier networks for handling Carrier Grade
NAT (CGN). Since this range is not publicly routable, it can be used within a carriers network
in a similar way to RFC 1918 space.

This PR adds support for RFC 6598 space.
