Tests also fails to distinguish between the VLAN that are in use or not. Test conveniently
uses plan from the zone VLAN range, but when a clan is used with createPrivateGateway API,
there is no information in the CloudStack that tells that this VLAN is in use.

So, has four tests, which may end up using same VLAN, and due to bug
CLOUDSTACK-9540 results in test failures.
