Hi,
I was with this problem:
[root@cloudstack cloudutils]# systemctl status cloudstack-management.service
● cloudstack-management.service - CloudStack Management Server
   Loaded: loaded (/usr/lib/systemd/system/cloudstack-management.service; enabled; vendor
preset: disabled)
--->   Active: failed (Result: exit-code) since Sun 2016-03-20 13:05:56 BRT; 22h ago
  Process: 14652 ExecStop=/usr/libexec/tomcat/server stop (code=exited, status=1/FAILURE)
  Process: 14553 ExecStart=/usr/libexec/tomcat/server start (code=exited, status=0/SUCCESS)
 Main PID: 14553 (code=exited, status=0/SUCCESS)

And I copied this file server-nonssl.xml in /etc/cloudstack/management to server.xml
cp -p server7-nonssl.xml server.xml
[root@cloudstack management]# systemctl status cloudstack-management.service
● cloudstack-management.service - CloudStack Management Server
   Loaded: loaded (/usr/lib/systemd/system/cloudstack-management.service; enabled; vendor
preset: disabled)
---> Active: active (running) since Mon 2016-03-21 11:28:22 BRT; 14s ago
  Process: 14652 ExecStop=/usr/libexec/tomcat/server stop (code=exited, status=1/FAILURE)
 Main PID: 10492 (java)
   CGroup: /system.slice/cloudstack-management.service
           └─10492 /usr/lib/jvm/jre/bin/java -Djava.awt.headless=true -Dcom.sun.management.jmxremote=false
-Xmx2g -XX:+...

It's working but when I run this cloudstack-setup-management I see the same problem
Configure CloudStack Management Server ...[Failed]
Cannot find /etc/cloudstack/management/server-nonssl.xml or /etc/cloudstack/management/tomcat6-nonssl.conf,
https enable failed

Someone have any Idea how can I fix it ?

I could resolve this problem running this command:
cloudstack-setup-management --tomcat7
