Fix Instance creation with swift as Secondary Storage [CLOUDSTACK-9061]

Swift is currently broken when used as Secondary storage. This fix does the right thing
when creating directories on the NFS staging server. We should think of a better solution
as this should have been common code path between S3 and Swift. We should also make the "Object
Storage as Secondary Storage" interface generic so that we can add other object stores too.

> When using Swift as Secondary Storage, new Instance cannot be created. Uploading new
template work and end up correctly into swift. but creating VM's from this new template fail.
> Seams that the SSVM fail do create the cache template into the Primary storage. Observer
on XenServer 6.2 with CloudStack 4.5.2 and 4.6.0rc1
> This feature work well in 4.4.x.
