I just tried to create a VM with user-data in 4.5.1 and it completely errors out, even though
one of the NICs assigned has support for user-data.

Error: Unable to deploy VM as UserData is provided while deploying the VM, but there is no
support for UserData service in the default network 217

I can deploy the virtual machine with startvm=false and then apply the user-data, but in my
opinion, this is a regression. The API should only prevent the creation of a VM if none of
the NICs support user-data.

Right now we do not throw error if user data is sent while deploying the vm and network does
not support userdata.
