Sheng Yang resolved CLOUDSTACK-7176.

    Resolution: Won't Fix

I don't think it's reasonable case that put a VM into two SAME CIDR network.

Both network are 10.1.1.1/24, routing information wouldn't able to tell which 10.1.1.1 you
want to access.
