This fix will inject all the beans that implement GslbProvide interface into GlobalLoadBalancingRulesServiceImpl.
NetScaler being the only plug-in that is implementing the interface currently only NetScaler
element will get injected. We should not see any "No GSLB provider" error message while assining
the load balanccer rules to GSLB rule.
