CLOUDSTACK-7030. After the restart of MS in a clustered MS pool, not all hung worker VMs are
recycled.
Recycle worker VMs that originally belonged to other management servers too because in case
of MS restart, the owner MS might change.

> After the restart of management servers that belong to a clustered management server
pool, not all hung worker VMs will be recycled.
> Only those hing worker VMs will be recycled whose original MS (MS contained in the worker
VM tag) is the same as the one that their hosts is presently owned by.
