Deploying a datacenter in devcloud is failing, few of the exceptions seen in log are below, 
1. com.cloud.utils.exception.CloudRuntimeException: Cannot create directory /opt/cloud/bin on XenServer hosts
com.cloud.hypervisor.xen.resource.CitrixResourceBase.setupServer(CitrixResourceBase.java:4846)

2. 014-06-03 18:08:20,790 WARN  [c.c.r.ResourceManagerImpl] (ApiServer-3:ctx-f7cfbcb4 ctx-a1a82b64) Unable to connect due to 
com.cloud.exception.ConnectionException: Reinitialize agent after setup.

Steps:
1. Import Devcloud image
2. Run deploy DataCenter script to create a data center
