I found the problem for this.  Because ResourceTagResponse does not have "id" field as other
ControlledEntity, for example, UserVmResponse, our marvin framework is using ResourceTagResponse
to generate the tag object, thus tag created from marvin will not have "id" field. In this
case, to support resource-level granting testing using marvin, we have to add "id" field into
ResourceTagResponse. For now, you may have to skip this test for ResourceTag.
