I was able to manually "fix" my issue:

I made new records/rows in "vlan" and "user_ip_addresses"  tables and after that I have sucessfully
used that single ip adress  (I added single IP address instead of whole range, for testing
purposes)
1. generate UUID on Management server console with: uuidgen
2. Then duplicate 1st row from "vlan" table (in my case 1st row correspond to Public range,
that I want to extend with additional IP range)
3. Then duplicate 1 row with some IP address from user_ip_addresses table, that belongs to
my "Public" network - I used existing IP that was free/not allocated, and just changed "uuid"
and "mac" fields...CS GUI shows these fine now, as new range...

This should be fixed in my opinion - I don't understand comparing IP parameters accross different
broadcast domains (vlans)...
