We are experiencing the same thing. After a little research the catalina.out showed that the
request was coming from the clients IP. 


Adding a little more detail:  a little research showed that the shutdown request was coming
from the clientIP.  Once the instance start request was sent we closed the browser and the
instance stayed up with the new service offering.
