CLOUDSTACK-5884 make getTargetSwitch(NicTO nicTo) do all the work to select switch name, type
and vlan token. Change preference to use the tags set on the physical network.

> When a vmware environment is created with two physical networks that both have the guest
traffic type. The switch tag set on the second physical network will be ignored and the switch
from the first physical network will be used.
> This is a problem for some of the SDN implementations that often coexist with a vlan
based guest network on another physical network.
