I think that won't work, as null fails to be allowed for public
networks, per the separate discussion. The suggestion would have the
same current behavior as Daans patch, disallowing the creation of
non-tagged public network that has worked for so long. The patch
posted preserves the existing behavior and fixes the original bug
issue by treating both 'untagged' and empty string as untagged.
