management-server.log file does not get created with cloud user hence logging fails

Steps to Reproduce;
================
1. Install management server with latest build
2.Create zone

We don't see any log messages inside management server log file since it got created with root user and has the file permissions as follows:
-rw-r--r--.1 root root 16899871 Dec 19 15:05 /var/log/cloudstack/management/management-server.log

After changing the permissions I could see the messages getting logged in inside that file.
