Alena Prokharchyk commented on CLOUDSTACK-5437:
-----------------------------------------------

When instance is shutdown, the global config should be ignored, and snapshot can be taken
regardless of the hypervisor type.
When instance is running, and kvm.snapshot.enabled=false, you shouldn’t be able to take
KVM snapshot. When flag is set to true, KVM snapshots are allowed.

> Cloudstack is allowing snapshots of storage volumes to be taken even when kvm.snapshot.enabled
is set to false (default). The instance when shutdown allows user to take a snapshot of the
volumes attached to it.
> Expected:
> -----------
> Snapshots on KVM should be allowed only when global setting is true.
> Actual
> -------
> Snapshots of shutdown instance can be taken even when global setting is false.
> Attached MS log and agent log
