    Resolution: Not A Problem

Shweta, this is by design. Please check the spec http://wiki-ccp.citrix.com/display/gen/3.0+API+list*+commands+changes

When no projectId is passed to the call, only non-project based resources are being returned.
If you want to list project based resources, you always have to pass projectId=-1

Examples:

1) http://localhost:8096/?command=listRouters&projectId=-1&domainId=1

Returns all project based routers for domain id=1

2) http://localhost:8096/?command=listRouters&domainId=1

Returns all non-project based routers for domainId=1

3) http://localhost:8096/?command=listRouters&projectId=-1

Returns all project based routers for ALL domains.
