CLOUDSTACK-3868: fixed "count" param in listUsageRecords API to return the actual number of
records matching the search criteria. Used to return the wrong value - the number of records
per page

> List APIs are supposed to return a total number of results in the count parameter of
the first response page even if specifying 'page=1&pagesize=1' and there are more than
two results. The listUsageRecords, however, does not follow the behavior. Instead, it returns
a number of results in the page.
